Hmm, there might actually be extra-'stabilized' zones popular with visitors--really just areas near to a portal where, should Chant finally up and vanish, anyone within those areas will have extra time to get back to the portals. Some might've even set up provisions to eject everyone within a said area back into the dimension linked to by the portal.
